Engineer Ahmed Al-Balawi earned his B.Sc. Degree in Mechanical Engineering in 1415H (1995G) from King Fahd University of Petroleum and Minerals (KFUPM). He started his professional career in the same year working as a Mechanical Engineer with the Tabuk Electricity Company.

In 1418H (1997G) Engineer Ahmed Al-Balawi joined the Engineering Department at the Royal Commission in Jubail as a Mechanical Engineer, where he served in a number of positions of rising responsibilities including Senior Mechanical Engineer, Project Engineer and the Head of Engineering Services Section.
In 1427H (2006G) Engineer Ahmed was promoted to the position of the Director of the Engineering Department. In this capacity Engineer Ahmed succeeded in leading the expansion of the Jubail Industrial City, the Residential Districts and the Commercial Port.  He also directed the preparation of annual work plans, engineering studies, technical specifications, engineering designs, and the review and production of engineering drawings for the facilities and utilities of the Royal Commission in Jubail.  Engineer Al-Balawi served in this position for four years.

In 1433H (2010G) His Highness the Chairman of the Royal Commission in Jubail and Yanbu appointed Engineer Ahmed Al-Balawi to the position of General Manager of the Technical Affairs Sector at the Royal Commission in Jubail, with responsibility over Project Planning, Urban Planning, Engineering, Construction and Environmental Protection matters.

Engineer Ahmed has devoted over eighteen (22) years of his professional career to the development of the Jubail Industrial City.  He is currently managing the departments that form the basis to all of the Royal Commission’s engineering works in Jubail and Ras Al-Khair; namely the Urban Planning, Projects, Engineering, Construction and the Environmental Protection and Control Departments. These departments play crucial and critical role in the development and implementation of the Master Plan for the Industrial Cities of Jubail and Ras Al-Khair.

Engineer Ahmed oversaw the planning and development of some of the most important engineering projects such as the Jubail (2) project, the City Center, and the Infrastructure and main facilities for the Residential and Industrial areas.  He played a prominent role in the development of the Ras Al-Khair project through the experience he gained in previous projects in Jubail Industrial City, and made a quantum leap in the development of the project.

Notable is his role in hosting and overseeing numerous symposiums and conferences organized by the Royal Commission in Jubail including the International Meeting on City Planning and the World Environment Day activities, in addition to his contributions in some University Boards and Councils such as his membership in the Industry Advisory Board of the Urban Planning and Regions Department in KFUPM’s College of Environmental Designs, and his membership as the Vice President of the Saudi Council of Engineers in Jubail.

Since May 2016, Ahmed is leading the NPMO initiative as part of the new vision to improve project delivery system.
